Me THUAN Dit DIEUDONNÉ is an international expert accredited by the Council of Europe.
In this capacity, he is occasionally sent to Council of Europe member states.

Its actions

I – Training of national trainers,

Organised in collaboration with Interights and the Netherlands Helsinki Committee, for lawyers and judges in Serbia-Montenegro (April 2006);

II – Training of a group of Albanian judges and prosecutors

On applications for conditional release in prison law (April 2008, Strasbourg) ;

III – Training of local NGO legal services in Albania

On Article 14 ECHR (October 2009, Tirana, Albania);

IV – Joint Programme European Union / Council of Europe entitled “Support access to justice in Armenia “

Throughout 2010 and part of 2011, Mr. THUAN was assigned several times to Armenia by the Council of Europe (Directorate General of Legal Affairs and Human Rights), in order to participate in the drafting of a new code of criminal procedure and civil procedure, as well as in the Statutes establishing the Judicial Academy and the National Lawyers’ School.

Extended over more than two years (October 2009 – January 2012), the program is divided into three parts:

For lawyers

Assist the Chamber of Lawyers of Armenia, in cooperation with the Ministry of Justice and the Law Commission of the National Parliament, in:

  • the elaboration of the regulatory and legislative framework governing access to the profession, the rights and duties of lawyers and their ethical obligations (focus on disciplinary proceedings)
  • the foundation of “L’Ecole Nationale des Avocats” with the establishment of the school’s statutes, the development of the curriculum followed and the initial and continuing training modules;

For judges and prosecutors

    • Creation of the new “Judicial Academy” merging the schools of judges and prosecutors.

For “vulnerable people”

Reform of the Legal Aid Act: extension of the criteria for granting legal aid, determination of the amount of legal aid and its control.

V – July / October 2015 : short term expert in Azerbaijan

(Lawyers, prosecutors, judge) on Article 2 of the ECHR ; the fight against violence against women (domestic violence) ; Article 1 of Protocol No 1 and the protection of personal data.

VI – Business Integrity

Mr. THUAN Dit DIEUDONNÉ is part of BI’s leading team for Business Integrity & Partners LLC, which brings together a group of experts offering a range of legal and commercial advisory services in the field of corporate social responsibility.

VII – Expert accredited by GREVIO in the framework of the fight against domestic violence, and in the framework of the project “Capacity building of magistrates in Morocco in the field of human rights

In 2021/2022, Me Thuan Dit Dieudonné joined the pool of experts retained by the Council of Europe, on the one hand for the implementation of the Convention on preventing and combating violence against women and domestic violence (“the Istanbul Convention”), and on the other hand to strengthen the capacity of magistrates in Morocco in the field of human rights.
